This page compares five AI coding tools on what they are, what the entry paid plan costs, what higher tiers and free options exist, and how each meters usage. It is a reference: one table we re-check every month, a few facts to help you choose, and links to our longer guides. We checked every number against the vendors’ official pricing pages on 2026-10-29. Where a page did not state a value clearly, the cell says “unverified”.

How usage is limited
| Tool | How usage is metered | When you run out |
|---|---|---|
| Claude Code | Limits reset on a rolling five-hour window; paid plans add weekly limits. Claude Code and chat draw from one pool | Wait, upgrade, or turn on usage credits at standard API rates (paid plans) |
| Cursor | One pool of usage for Cursor models per paid plan, refreshed weekly. Premium is 4x Plus, Super 15x, Ultra 50x. Third-party models are billed separately at API list price on Premium and above | Wait for the weekly reset, keep working on prepaid credit (top-ups or Auto Top-up), or upgrade |
| OpenAI Codex | Shares usage with ChatGPT. Plus and Standard Business have five-hour limits; Pro plans currently have none. Weekly limits may also apply | ChatGPT credits extend usage on Plus and Business. An API key bills at API pricing instead |
| Gemini CLI | Daily request quotas per user (1,000 / 1,500 / 2,000 by plan), also limited per minute | Pay-as-you-go with a Gemini API key or Vertex AI |
| GitHub Copilot | Monthly GitHub AI Credits: $15 total on Pro, $70 on Pro+, $200 on Max. Agent mode, code review, the CLI and more consume them | Wait for the monthly reset, or set a budget; credits draw down at $0.01 each |

How to choose
These are facts to weigh, not a ranking.
- If you already pay for Claude, ChatGPT or Copilot, check what that plan includes first: Claude Code comes with every paid Claude plan, Codex with every ChatGPT plan, and Copilot Free covers the CLI.
- If you want to try an agent at no cost, Gemini CLI’s Google sign-in and Copilot Free both start at $0. Claude’s Free plan does not include Claude Code.
- If you need third-party models inside one editor, note that Cursor Plus covers Cursor’s own models only; Premium and above add third-party models at API list price.
- If your usage comes in bursts, the reset period matters: five hours and a week (Claude, Codex), a week (Cursor), a month (Copilot) or a day (Gemini CLI).
- For CI and shared machines, Codex lists API key sign-in for automation, and Gemini CLI’s headless mode uses an API key or Vertex AI.
